Nominees, business activity codes, and Russian ties: how Tokarev’s LLC Spaceiks obtained a license for the Cosmolot online casino
While Cosmolot “patriotically” sends Russian invaders to hell in its advertising, behind the brand lies a structure involving nominees, abrupt changes in business activity codes, and Russian businessman Sergey Tokarev. His sanctions were lifted on the eve of the gambling market’s launch, he was admitted to Diia.City, and traces of schemes and old accusations of financing militants have begun systematically disappearing from the internet.
We are republishing this material in full to show who stands behind the “patriotic” casino and what is being erased.
The fact that not everything is right in the activities of the Ukrainian gambling business, and that it is very closely tied to Russians, was discussed even before its legalization. But then, on the wave of nationwide love for the new government, no one paid attention to the lone voices of protest.
After the start of the full-scale war, the problem only intensified. But even now, people who not only speak about the problem but also provide detailed accounts of how the government, Russians, and international fraudsters of a very strange kind are tied up in the gambling business are ignored. And investigations that come out regularly are just as regularly cleaned up, as are all traces that could help an investigation, if one ever takes place. One example is the Cosmolot casino, which in its advertising sends hordes of Rashists to hell and is “patriotically” disgusting in its excess. Under the Cosmolot brand operates LLC “Spacex”, which received a state license to conduct gambling business:

The ultimate beneficial owner of LLC “Spacex” is a certain Potapov Serhiy:
However, Mr. Potapov strongly resembles an ordinary “front man,” and there are several reasons for this. First, he is listed as the owner of a whole series of companies with a fairly wide range of activities — advertising, pet food trade, construction, car repair, and so on. Moreover, some of them are registered in Crimea and the occupied territories:
This could have been a coincidence if not for the history of LLC “Spacex” itself, which operates under the Cosmolot brand. Until recently, the company’s main activity was wholesale clothing trade; then it changed to legal services, and on the eve of the legalization of the gambling market it changed its activity again, sharply increasing its authorized capital to 30 million hryvnias.
At the same time, the name was changed and another beneficiary was added — a British citizen, Neumann-Damerau Arnulf Ekkehard:
However, it is no secret to anyone that behind LLC “Spacex”, operating under the Cosmolot brand, stands Russian businessman Sergey Tokarev. He is an interesting figure in his own right, but his connections with Russian special services, the Ukrainian government — in particular with Minister of Digital Transformation Mykhailo Fedorov, who before this position was an SMM specialist at “Kvartal” — and the terrorists of the quasi-republics “DPR” and “LPR”, whom Tokarev was accused of financing in 2018, are far more intriguing.

Today Sergey Tokarev heaps praise on the Ukrainian army and the president:
Yet he forgets about holding a passport of the very country the army is defending Ukraine from:
One could, of course, assume that Tokarev is one of the opponents of the Russian regime, but back in 2018 the previous president — to whom Tokarev does not lavish thanks — included him in sanctions lists for financing pro-Russian terrorists from “L/DPR”, sanctions that were supposed to last until November 2021:
There is reason to sing Zelenskyy’s praises — it was he who prematurely, in 2020, removed Tokarev from the sanctions lists. This happened, by a strange coincidence, on the eve of the launch of the gambling market in Ukraine. The names of all those who facilitated this decision by Zelenskyy are unknown. But Minister of Digital Transformation Fedorov played no small role: he included Tokarev in the commission for a competition to select digital products to fight COVID. What this meant — ask the minister, but he not only included a Russian who had only recently been under sanctions in this competition, but also took a million hryvnias from him for the prize fund:
And shortly before that, the same Tokarev took part in the development of the “Diya.City” program, which ministers Fedorov, Milovanov, and Fedorov’s deputy Oleksandr Bornyakov happily reported:
No one was bothered that a man who only yesterday sponsored Russian terrorists and had repeatedly flown to Crimea in defiance of Ukraine’s direct ban had access to the development of a product containing all the data of every Ukrainian.
What Sergey Tokarev’s citizenship status is at the moment is unknown. But at the time the sanctions were lifted, he held passports of Russia and Great Britain. In Russia, Tokarev is linked to Konstantin Malofeev, owner of PJSC “Rosseti” and one of the ideologists of the “Russian world.” Through Malofeev’s networks, Tokarev promoted the casinos “Vulkan” and “Vulkan.bet.” In Russia this business is banned and under strict FSB control. Yet no one interfered with Tokarev (or rather, Malofeev). Several other rather strange figures who appeared in Ukraine in the same year, 2020, on the eve of the launch of the gambling market, are also connected with these “Vulkans.” But that is a separate story, although all of them are linked by working for Malofeev in the gambling sector.
As for Sergey Tokarev, it is known that this “admirer of Zelenskyy and the Armed Forces of Ukraine” owns a decent collection of real estate in Russia and has no problems on this account. According to RBC-Ukraine, in the Russian Federation Tokarev owns at least three apartments — two in Izhevsk and one in the Udmurt Republic. In addition, Tokarev has a rather solid personal car fleet: a Range Rover (A976VR777), a Mazda TOURI (C082AX177), and a Mazda 3 (M791TT177). The pearl of the collection can be considered an Audi RS6 Avant Performance with 605 horsepower on government plates (A028MO99). These plates are issued exclusively to employees of the Moscow city hall, and not to rank-and-file ones.
Yet this did not prevent Zelenskyy from lifting sanctions on Tokarev, nor Fedorov from involving him in the development of “Diya.City.”
Why the previous government did not bring the investigation into Sergey Tokarev’s financing of “DPR” and “LPR” militants to a conclusion remains an open question. But far more questions arise about those who prematurely lifted sanctions on him for this financing and allowed him access to the development of software products containing enormous databases of confidential data on all Ukrainian citizens. Not to mention the strange coincidences related to the gambling business. Many questions that have no answers.
