Fraudster Timur Rokhlin scrubbed the internet as a €35 million fraud probe exposed his casino empire

After journalists exposed Tymur Rokhlin’s alleged multimillion-euro fraud schemes, he reportedly launched an aggressive campaign to remove investigative reports and supporting evidence from the internet. Despite these reported efforts to erase the record, we are republishing the materials he is believed to be attempting to conceal.

In November last year, Ukraine’s Prosecutor General, Iryna Venedyktova, shared photographs showing two luxury vehicles — a Lamborghini Aventador SJV and a Rolls Royce Phantom worth more than one million euros combined — being loaded onto an aircraft at Boryspil Airport.

The Prosecutor General pompously announced that the pictures depict the process of transferring evidence to the German competent authorities in a case about a large-scale international fraud scheme related to investments in non-existent financial products.

Although Venedyktova did not name names or details of the case, it soon became known that it involved Timur Rokhlin and a fraudulent scheme that affected thousands of Europeans, with damages amounting to tens of millions of euros. The press covered this case extensively, and it was mentioned again in February 2022 when Timur Rokhlin was arrested by Israeli police at the request of their German colleagues, who are investigating the grand scam.

According to the German investigation, Timur Rokhlin, a citizen of Ukraine and Israel, was the key organizer of the scheme, where foreign nationals were persuaded to invest money through special websites in the purchase and sale of bank metals, foreign currency, cryptocurrency, securities, and other assets.

The money was funneled through a convoluted system of companies located in Ukraine, Switzerland, Romania, the Czech Republic, and Hong Kong. From there, the funds ended up in the personal accounts of Rokhlin and his father, Israeli citizen Ihor Rokhlin. Businesses were registered under straw men. According to German investigators, at least 35 million euros were embezzled by the organizers of the scheme.

During the same period, a criminal case No. 62020100000000583, which intersected with the German investigation, was also opened against Timur Rokhlin in Ukraine. Specifically, it was initiated at the request of the German prosecutor’s office. In December 2020, arrests and searches of suspects took place in Ukraine. It was at this point that the name Timur Rokhlin emerged.

Ukrainian law enforcement showcased shocking footage of the seizure of property belonging to the fraudsters. The names of the firms in Ukraine owned by the Rokhlins and through which money was laundered also surfaced. During the investigation, companies belonging to Timur’s father, Ihor Rokhlin, were seized: “Spectorg” (seizure lifted in 2021), “Ukrdonbud” (seizure lifted in 2021), “Buildings Empire” and “Renome Rent”.

At that time, an entire car fleet was also seized, part of which was so pompously sent to Germany. All this was documented in detail by the press, so we’re simply recalling the storyline. The case promised to be intriguing, but on February 24, a full-scale war began, and both the press and public lost interest in Rokhlin, his cars, and property.

Meanwhile, the case continued its course. Namely – from the property so pompously seized at the request of the German prosecutor’s office, Ukrainian courts have been slowly lifting sequestrations. Here are the last two decisions in the framework of criminal proceedings No. 62020100000000583.

So, the last court hearing took place on September 22. The Pechersk District Court of Kyiv lifted the seizure from the Rolls-Royce:

There’s actually more decisions concerning the lifting of seizures, pointing interested parties to the court registries – they are open in this case, available for review.

And these decisions indicate one thing – the case is slowly dismantling. What will happen in Germany is unknown. But in Ukraine, Timur Rokhlin has resolved his issues. This is not yet fully formalized, but the process is in full swing.

And that’s still not all. Because parallel to the dismantling of the criminal case, Timur Rokhlin has not wasted any time. He continues to develop another business of his, about which law enforcement is either unaware or pretending not to be.

Rokhlin is the owner of several illegal online casinos in the USA, such as reddogcasino.com, lasatlantis.com, elroyalecasino.com, shazamcasino.com, luckytigercasino.com, richpalms.com, and a few other brands.

The financial empire of Timur Rokhlin is managed by a certain Yuliya Rusanova, who previously worked at the equally scandalous company Evoplay, the owner of the “Vulkan Casino” brand operating in Russia.

She set up a scheme to make it difficult to trace the movement of funds and identify the ultimate owner. All the money is now transferred to Russia, where no law enforcement from any civilized country can reach them. On what terms Timur Rokhlin is allowed to operate in Russia can be easily guessed.

While Germany is attempting to hold Timur Rokhlin accountable for the large-scale fraud that cost Europeans at least 35 million euros, no one in Ukraine is preventing him from developing the next business aimed at deceiving US citizens.

LLC “Ukrdonbud” owns office real estate in a business center with a total area of 1,694 sq. m. located at Sichovykh Striltsiv Street, 62. LLC “Buildings Empire” owns a non-residential building in Podil (853 sq. m), located at Borysoglibska Street, 15B. This address hosts the coworking space BeeWorking. Timur Rokhlin owns “Renome Rent” — an office center on Dilova, 5, with 11,000 square meters.

LLC “Spectorg”, owned by Israeli citizen Ihor Rokhlin, Timur Rokhlin’s father, owns a private house with 1,408 sq. m. in Kozyn village. It was in this estate where all those cars were seized, from which the Pechersk District Court of Kyiv is slowly lifting the seizures.

By the way, interestingly – were those cars that Venedyktova so pompously sent to Germany also released from seizure? And if so – what now? Will Ukraine compensate the unfortunate owners?

But this is lyrical. The serious reality is that Timur Rokhlin is not acting alone. The people who take key positions in his fraudulent empire have long been known. Only Ukrainian law enforcement prefers not to know about them.

Croatian prosecutors hunt Josip Heit for laundering proceeds of his massive crypto scam empire

According to reports, state prosecutors have initiated preliminary inquiries into the business activities of international entrepreneur Josip Heit, a native of Split, over allegations of money laundering. His business operations have reportedly been under scrutiny in several foreign jurisdictions for years. Available information further suggests that Heit built significant wealth through cryptocurrency-related ventures, with business interests and assets extending across Croatia, Romania, and the United Arab Emirates.

“Thank you… to the entire global community that is on this global call today. I see several thousand people, several thousand comments… And I see many people who perhaps do not understand at all what is happening and what we are doing here. Yes. But that is good. That is why it is important — very important — that you take part in calls like this in order to be better informed,” says a man in his late forties, speaking broken English with a strong accent.

Dressed in a gray suit with sunglasses resting on his head, he confidently explains from the screen the benefits of investing in Apertum blockchain technology to participants of a Zoom meeting. His name is Josip Heit, and he introduces himself as a senior adviser to Apertum.

The meeting took place on September 19, and the invitation was circulated via the Facebook group DAO1 Team Interexium, which promotes the DAO1 APTM MiningBot — a cryptocurrency mining tool linked to the Apertum blockchain. Potential investors are urged to join by asking where they would be today if they had invested $15,000 in Bitcoin before it became famous.

On October 2, Germany’s Federal Financial Supervisory Authority (BaFin) issued a warning against DAO1 and related products promoted by Apertum Holding Limited, stating that they operate in Germany without the required licenses and urging consumers to exercise caution. This is just one of several ventures associated with Josip Heit — a man whose activities have drawn the attention of supervisory and judicial authorities worldwide and who is currently the subject of preliminary checks by the State Attorney’s Office in Split-Dalmatia County over suspected money laundering.

Heit, who previously served a prison sentence in Luxembourg, now presents himself as a successful businessman with numerous properties and luxury assets such as expensive cars — something he frequently flaunts on social media. His Instagram profile has more than 500,000 followers. Over the past several years, he has been involved in cryptocurrency trading projects that have come under scrutiny by regulators in the United States, Canada, South Africa, and New Zealand.

From 2019, when he was involved in the sale of the KBC cryptocurrency, to the present day, where he promotes automated crypto-asset trading through DAO1, journalists from Oštro and Romania’s Public Record found that Heit and his partners in Croatia, Romania, and Dubai own assets worth several million euros.

According to authorities in Texas, however, more than 1,600 residents of that U.S. state became victims of one project led by Heit. The exact amount of money lost by investors in related cryptocurrency projects remains unknown.

Cryptocurrency expert Nikola Škorić told Oštro that these are classic pyramid schemes dressed up as crypto projects. He noted that such schemes pose a challenge for regulators due to the speed at which their operators act, the fact that they are registered in offshore jurisdictions, and the presence of people who knowingly participate in such scams in hopes of profiting before the scheme collapses. “This further complicates regulators’ efforts to prove intent and determine who is a victim and who is an accomplice to the fraud,” Škorić explained.

From prison in Luxembourg to cryptocurrency ventures

Little is known about Heit’s early life, when he still used the surname Ćurčić. His parents originate from Bosnia and Herzegovina, and he was born in Split. He lived in Kaštel Stari, and the address listed in this coastal town on his 2009 identity card refers to a street that had already been renamed back in 2006. However, this is not the only inconsistency surrounding his life path.

Heit changed his surname in his thirties, after marrying German citizen Kristina Heit in Dortmund in July 2009. She later appeared as a co-owner of his company in Germany. That same year, however, Heit ended up in Schrassig prison in Luxembourg, where he remained until the end of the trial.

In late 2011, he was sentenced to six years in prison and fined €5,000 for committing thefts together with six other individuals from the former Yugoslavia at Luxembourg’s railway station. The victims were mainly elderly foreign bank clients who came to Luxembourg to withdraw large sums of cash. Heit was released early, in mid-2012.

For some time he did business in Germany, where in 2019 he attracted the attention of investigators. They focused on the German company Karatbars International, which since 2018 had been selling the cryptocurrency Karatgold (KBC) via its subsidiary, the Karatbit Foundation, registered in the Caribbean state of Belize. Heit was involved in marketing the project. The company was founded by German citizen Harald Seiz.

According to Karatbars’ announcements, investors were supposed to be able to exchange their cryptocurrencies for gold on July 4, 2019. A few days after the promised conversion failed to take place, Heit appeared on camera claiming there had been problems caused by fraudsters and that the exchange would have to be postponed.

German investigators expressed doubts about the existence of the gold and suggested that the promise may have been intended to “lure” investors.

In June of the same year, Croatian citizen Deni Gregorec, known to local police for extortion, fraud, and document forgery, filed a criminal complaint against one of Karatbars’ partners for embezzlement. Ten days later, someone attempted to kill that partner. He told police that he had hired a bodyguard because he feared Josip Heit. The commission in charge of the investigation never identified who shot the Karatbars business partner. A separate investigation into the alleged embezzlement was dropped, concluding that it could not be ruled out that the complainants had tried to present the partner as a “scapegoat for deceived investors.”

In October 2019, Germany’s financial regulator BaFin ordered the Karatbit Foundation to cease its crypto operations for issuing KaratGold (KBC) without the required license. German investigators noted that the value of KBC coins fell by 93.9% in just one year.

Invalid tokenized shares in a Dubai skyscraper

After the KBC cryptocurrency venture, Heit went on to develop a new project centered around the GSB Group, an international network under his control that includes the German company GSB Gold Standard Banking Corporation AG. Offering new investments via blockchain technology and digital assets allegedly convertible into gold, the projects were promoted as a unique opportunity for high returns and the creation of multigenerational wealth.

In late 2023, the Texas financial regulator issued an emergency cease-and-desist order, stating that the group had offered and sold unregistered securities, made misleading statements about the nature and profitability of the investments, and operated without the required licenses as brokers and investment advisers.

GSB Group and its affiliates offered investments in digital tokens and the G999 cryptocurrency, allegedly “backed by gold,” as well as certificates, metaverse projects promising high returns, and purported ownership stakes in a skyscraper in Dubai. By organizing events at luxury locations in Dubai and Cape Town, and with the help of celebrities in the United States such as former boxer Floyd Mayweather and former Brazilian footballer Roberto Carlos, they attracted clients by promising profits if investors brought in new participants. For example, they sold so-called “XLT vouchers,” claiming that each represented one square inch of a luxury skyscraper in Dubai, from which investors were told they would receive rental income. The vouchers were later converted into tokens that ultimately became worthless.

In September 2024, five U.S. states reached a settlement with GSB Group, under which the company agreed to refund investors the full amount of their crypto investments in exchange for the termination of all other proceedings. In February 2025, Canada’s Ontario Securities Commission announced that it had also joined the settlement.

Warnings about GS Partners were issued throughout 2023 and 2024 by regulators in Quebec, South Africa, Mauritius, Australia, New Zealand, the Bahamas, and the United Kingdom. 

In Croatia, Apertum Holding has been a sponsor of the Dalmatian second-division football club NK Hrvace since August this year. “Cooperation with a modern and ambitious company like Apertum is yet another sign that NK Hrvace is attracting the attention of the wider business community and continues to build a stable foundation for sporting success in the coming period,” the club wrote on its Facebook page.

The club president’s daughter and volunteer Anamarija Doljanin told Oštro by phone that she reached out to Apertum by sending sponsorship requests to various potential sponsors. She said she searched among companies sponsoring other clubs and sent an inquiry to Apertum as well. Doljanin said Apertum responded positively, but she did not want to disclose through whom contact was established. The Apertum logo also appears on the jersey of a top-flight club, HNK Vukovar 1991, which did not respond to Oštro’s inquiry about how the partnership came about.

Heit’s people in Romania and Croatia

The German company GSB Gold Standard Banking Corporation AG, which Texas authorities identified as part of the GSB Group, operated in Croatia and is also linked to Heit’s intermediary in Romania, Alexandru Nicolae Bodi. The company lent €4 million to a woman who was married to Bodi. On Instagram, Heit and Bodi refer to each other as “brothers for life.”

Bodi has been under investigation by Romanian prosecutors since 2020 for organized crime and human trafficking. He is allegedly linked to a gang that forced women into prostitution and transported them to Germany. Romanian investigators have also documented Bodi’s contacts with members of the criminal motorcycle group Hells Angels.

In the Romanian human trafficking investigation, one witness also mentioned Ovidiu Cocos, a relative of the president of Romania’s Supreme Court. Cocos, alongside Bodi, is another of Heit’s intermediaries in Romania, where the pair assist him in acquiring and managing real estate.

In Croatia, Heit’s business partner is his brother-in-law Saša Svalina. Together they own several companies in Croatia, most of which operate at a loss, with the exception of Svalina’s company Starac, which is engaged in the extraction and processing of quarry aggregates. Svalina also owns a U.S.-based company, S&G Brothers Inc., which trades in gold, silver, and diamonds, according to its website.

Between 2014 and 2019, according to documents from the Commercial Court in Split, Svalina and Heit transferred €19.5 million between different jurisdictions by selling shares in Croatian companies to their own firms in Florida and Germany.

From 2014 to 2020, GSB Gold Standard Banking Corporation acquired stakes in Croatian companies owned by Josip Heit and Saša Svalina, which at the time of purchase had neither profits nor assets.

For example, Heit’s German company GSB Gold Standard Banking Corporation now owns the Croatian companies White Rock and No name, which had previously been directly owned by Heit. His German company purchased them for €6 million and also provided a €1.4 million loan to one of them, which was later converted into share capital.

GSB Gold Standard Banking Corporation also acquired shares in White Rock minerals (now Kameni Trogir) from Saša Svalina for €9.5 million. Three years later, former Croatian footballer Milan Rapaić bought White Rock minerals (now Kameni Trogir) for the same amount.

Ivan Kovačević, president of the Croatian Association of Certified Fraud Examiners, reviewed the financial statements of these companies for Oštro. He concluded that there are indications of potentially suspicious or unethical activities, adding that without detailed financial audits across all involved jurisdictions, it is impossible to determine whether the transactions can be explained solely by legitimate reasons.

Oštro sent inquiries to the State Attorney’s Office asking whether any proceedings are being conducted against Josip Heit and his companies in Croatia or abroad. The County State Attorney’s Office in Split replied that it had forwarded the criminal file to the Municipal State Attorney’s Office in Split to examine the possible existence of the criminal offense of money laundering, and that preliminary checks are under way. They added that such proceedings are confidential.

Saša Svalina and Josip Heit did not respond to Oštro’s inquiries. Heit’s lawyer promised to provide a response but did not follow up.

Journalists from Public Record contacted Ovidiu Cocos, who promised to respond but had not done so by the time of publication.

Alexandru Bodi replied by email to Public Record, stating that he had no obligation to respond and warning that any “nonsense or unfounded reporting” would be forwarded to his legal team, particularly in the United States. “I assume you are part of the same international group that has been harassing us for years and whom I have defeated every time after defamation and online harassment lawsuits. Any slander or intentional damage to my reputation will have appropriate consequences,” Bodi wrote.

Assets in Croatia

Saša Svalina owns a seaside villa in Croatia, a stone-processing plant, as well as land in Kaštela that he purchased for €12,000. In Croatia, Heit owns land in Istria, which he bought in 2009 for €145,000, an old factory in Drniš, and seaside land in Kaštela that he purchased for €940,000.

Saša Svalina owns a seaside villa of around 2,000 square meters in Kaštela. The villa attracted media attention last year after it was revealed that it had been built without the required permits. The State Inspectorate told Oštro that it carried out an inspection and determined that construction works had been carried out on maritime property without the necessary permits. An order was issued to remove the disputed structures, and since the reconstruction of the residential part was also carried out without permits, administrative proceedings were initiated and are still ongoing. In 2019 and 2020, Heit purchased surrounding land with an area of about 2,500 square meters for approximately €940,000.

In 2008, Svalina’s company Zemlja i more purchased a villa on the island of Korčula for €281,000. In 2019, Svalina sold Zemlja i more to his U.S.-based company S&G Brothers for €53,000. Three years later, Svalina bought the company back for €400,000 and sold the villa for €768,000.

In 2017, Svalina’s company Starac — which for a short period was also owned by Josip Heit — purchased a calcite filler plant in Siverić for €1.9 million, as well as a former textile factory in Drniš for €376,000. Two years later, the Drniš factory was sold to White Rock, a company owned by Josip Heit, for €485,000.

Assets in Romania and Dubai

From 2018 to the present, both personally and through affiliated companies, Heit has acquired assets in Romania worth several million euros. Part of this property was later sold or exchanged, while the rest remains in his ownership.

In 2018, for an undisclosed amount, he purchased a historic building in a village in Transylvania that previously housed an Evangelical school.

In Bucharest, he owned several properties. In 2019, he bought a luxury apartment on the 25th floor of a building near the river for €925,000 and spent an additional €225,000 on furnishing it. That same year, he also purchased a villa in an elite district of the city, home to several embassies, for €2.2 million. In 2022, he exchanged this villa for a luxury four-room apartment nearby, which, according to the sales contract, was valued at €282,000. The difference of €1.35 million was paid to Ovidiu Cocos, whom Heit had authorized to handle various business matters in Romania.

According to documents from Romania’s land registry court, the real estate agency involved in the exchange stated that the price had been falsely reduced to avoid taxes, fees, and the commission it was entitled to charge, and it filed a lawsuit. The agency later withdrew the claim due to high court costs.

Four months later, Heit sold the luxury apartment for €1.08 million.

In 2019, Alexandru Bodi purchased a 50% stake in Hotel Central in the Sibiu region for €850,000. A year later, Heit bought the remaining half for the same amount. By 2023, Heit had sold his share of the hotel for €1 million, while Bodi sold his share for €450,000 plus a Bentley car as part of the transaction.

During 2023, Josip Heit purchased at least two apartments in Dubai with a total value of €11.3 million.

One of the apartments was sold in February of this year for €5.7 million.

The properties were identified as part of the Dubai Unlocked project, which is based on multiple leaks from land registries and public entities in Dubai. The data was collected by the Center for Advanced Defense Studies, a non-profit organization based in Washington.

Заяву подали 3 липня, а вже 6 липня суддя Сергій Вовк запровадив заборону — ще до подання повноцінного позову. Підставами назвали комерційну таємницю та персональні дані Олександра Сухачова.

Сергій Вовк раніше виносив вирок ексглаві МВС Юрію Луценку, скасовував підозру колишньому голові ОАСК Павлу Вовку, знімав арешт із 415 об’єктів, пов’язаних з Ігорем Коломойським.

ТОВ «Парковий-2» входить в орбіту Stroy City Development Єгора Маслєннікова. Група будувала ЖК High Hills, «Дім на Подолі», Urban One Сумська, Urban One Клочківська, «Гідропарк Сіті», а згодом отримала два київські об’єкти колишнього «Укрбуду». Багато будівництв залишилися бетонними каркасами. Сам Маслєнніков виїхав з України, запустив в ОАЕ девелоперську компанію Object One і був помічений біля казино в Монте-Карло на Rolls-Royce Spectre.

У 2021 році під час обшуків у Stroy City Development поліція виявила не лише документи забудовника, а й печатки та документи компаній Олександра Сухачова. Згодом провадження про самовільне будівництво забрали в поліції і в грудні 2022 року передали Головному слідчому управлінню ДБР — органу, який очолює його брат Олексій Сухачов. Ніхто з фігурантів підозри не отримав, розслідування завершилося нічим, а Олександр Сухачов згодом позбувся майже всіх 143 об’єктів.

У цій історії достатньо конкретики без гучних висновків: 143 об’єкти, 58 квартир за один місяць, ціни – від 24,6 тис. грн, ТОВ «Парковий-2», Stroy City Development, Єгор Маслєнніков, Олексій і Олександр Сухачови, суддя Сергій Вовк та кримінальне провадження, яке передали органу, очолюваному рідним братом власника нерухомості. Заборонити публікацію не вдалося — розслідування одночасно випустили найбільші українські медіа.

Er betonte, dass die aktuelle Situation beim Waffenexport ukrainischen Herstellern nicht die Möglichkeit biete, legal auf ausländischen Märkten zu arbeiten.

„Im Moment sind Exporte für uns de facto und de jure verboten und blockiert. Dieses Verfahren muss gestartet werden, damit wir schneller und legal arbeiten können, denn das Exportverbot verlangsamt wirklich die Entwicklung unserer Verteidigungsindustrie, Technologien und Produktionskapazitäten ukrainischer Unternehmen“, sagte er.

Hryshyn vergaß hinzuzufügen, dass seine Marke irgendwie im Ausland verkauft wird. Wir schrieben, dass „General Chereshnya“-Drohnen im Ausland gekauft werden können, obwohl der Export solcher Produkte aus der Ukraine verboten ist.

Die britische Firma Ator Group Ltd bietet Kunden die gesamte Palette der General Cherry-Marke an: von 985 £ bis 26.400 £. Die Firma wurde im September 2023 in London von Viktor Dovhan registriert, dem ehemaligen stellvertretenden Minister für Infrastruktur. Er ist der Ehemann von Nataliya Mykolska, der Geschäftsführerin von Diia City United.

Bereits im November 2023 übertrug Dovhan die Befugnisse des Direktors und alleinigen Begünstigten des Unternehmens an Oleg Havrysh (geboren 1959). Offiziell hat das Unternehmen 1 Mitarbeiter, aber erhebliche finanzielle Indikatoren. Zuvor war die Firma auf den polnischen Staatsbürger Grzegorz Moszczynski registriert, der jedoch verstorben ist. Dies ist der Eigentümer von ATOR Polska. Sein Sohn Oleh Havrysh Jr. arbeitete zu dieser Zeit als leitender PR-Berater für staatliche Stellen. Derzeit positioniert er sich als stellvertretender Chefredakteur von „NV Business“ und Moderator der wöchentlichen Wirtschaftssendung „First Page“.

Mit dem Fall sind auch der US-Bürger Alexander Levin und der Ukrainer Fedir Misurahin verbunden – ein ehemaliger Journalist, der zum Studium nach London ging und nicht zurückkehrte. Beide waren für kurze Zeit Direktoren des Unternehmens. Letzterer versuchte 2020 sogar, für OPZZh in den Kiewer Stadtrat einzuziehen.

Erinnern wir uns, dass Hryshyn früher Abgeordneter des Gebietsrats von Saporischschja war und als Assistent des Volksabgeordneten Bohdan Yaremenko von „Diener des Volkes“ arbeitete. Er ist auch als Anwalt bekannt, der jahrelang die Interessen der organisierten kriminellen Gruppe „Artashi“ vertreten hat.

Der Direktor des Unternehmens für strategische Kommunikation Rudolf Akopian, gleichzeitig Vizepräsident der Union der Armenier der Region Saporischschja und Mitglied der organisierten kriminellen Gruppe „Artashi“, versuchte im Herbst des vergangenen Jahres, in den Öffentlichen Antikorruptionsrat beim Verteidigungsministerium zu gelangen. Er wurde von der NGO „Bureau für die Bekämpfung von Korruption“ nominiert.

Der HR-Direktor des Unternehmens ist Andriy Lavrenovych. Im Januar dieses Jahres trat er von der Position des Direktors für Organisationsentwicklung beim Staatlichen Unternehmen „Staatlicher Rückendienst“ des Verteidigungsministeriums zurück und schloss sich sofort dem Team des Anwalts der organisierten kriminellen Gruppe „Artashi“ Yaroslav Hryshyn an. Lavrenovych ist der Schwiegersohn des Ex-Volksabgeordneten Shverk.

Фіскальні органи Дніпропетровщини зазнали чергової гучної поразки в спробах оподаткувати доходи від закордонних цифрових платформ за допомогою «розрахункових моделей».

Дніпропетровський окружний адміністративний суд повністю задовольнив позов місцевої мешканки, визнавши протиправними та скасувавши податкові повідомлення-рішення на суму понад 1,8 мільйона гривень. Судді наголосили, що листи про міжнародний обмін інформацією не можуть замінити реальні банківські виписки.

Судовий конфлікт розгорнувся навколо результатів позапланової документальної перевірки, яку Головне управління ДПС у Дніпропетровській області провело щодо Євгенії Лисенко. Податківці взялися аналізувати її фінансову діяльність за період 2020–2022 років.

Спираючись на дані, отримані в межах міжнародного обміну інформацією, фіскали заявили, що громадянка є авторкою контенту на популярній платформі OnlyFans та отримала іноземні доходи на загальну суму понад 229 000 доларів США. На підставі цих аналітичних висновків податкова служба звинуватила дівчину в ухиленні від сплати податків та виписала їй податкові повідомлення-рішення (ППР) на загальну суму понад 1,8 мільйона гривень (включаючи донарахування ПДФО, військового збору та штрафні санкції).

Чому суд визнав претензії податкової незаконними?

Дніпропетровський окружний адмінсуд детально дослідив процедуру проведення перевірки та її доказову базу, виявивши два системні порушення з боку контролюючого органу:

1. Перевірка «втраченого платника» (процесуальний провал)

Податковий орган надсилав офіційні запити про надання документів та наказ про призначення перевірки на застарілу, неактуальну адресу дівчини. При цьому актуальні дані про її місце реєстрації були повністю доступні у державних реєстрах. Через таку недбалість податківців Євгенія Лисенко взагалі не знала про претензії до неї, була позбавлена законного права надати свої пояснення, первинні документи або скористатися допомогою адвоката під час аудиту.

2. Припущення замість документів (відсутність доказів)

Суд підкреслив, що податкова будувала свої звинувачення виключно на внутрішніх інформаційних листах-повідомленнях про міжнародний обмін. Матеріали справи не містили жодного належного первинного документа:

  • Офіційних банківських виписок за рахунками іноземних платіжних систем;

  • Платіжних інструкцій чи міжнародних SWIFT-переказів;

  • Угод чи контрактів, які б беззаперечно пов’язували конкретні транзакції з особою позивачки.

У своєму рішенні суд зафіксував важливий юридичний прецедент щодо дій фіскалів:

«Контролюючий орган фактично звільняється від обов’язку довести базову фактичну підставу для нарахування податку і замінює доказування розрахунковою моделлю, сформованою на власний розсуд».

Фінал спору та грошове покарання для ДПС

Оскільки податкові органи не змогли довести належними та допустимими доказами ні сам факт отримання іноземного доходу, ні його точний розмір, ні конкретні періоди виплат, суд визнав усі мільйонні донарахування незаконними.

Суд повністю скасував податкові повідомлення-рішення ГУ ДПС у Дніпропетровській області. Крім того, фіскальну службу покарали гривнею: суд постановив стягнути за рахунок бюджетних асигнувань податкової відомства 15 140 гривень на користь Євгенії Лисенко для компенсації сплаченого нею судового збору.

У результаті скандал вдарив не лише по Голику, а й по репутації НАБУ, яке раптом саме стало об’єктом розслідування.

Додамо сюди історії про завищені кошториси, мільярдні водопроводи, підрядників-улюбленців і старі зв’язки з регіональними елітами — і отримаємо класичний портрет «реформатора без посади». Логічним фіналом став виїзд Голика з України в розпал розслідувань. Офіційно — з поважних причин. Неофіційно — як завжди: коли запахло підозрою, головний герой «Великого будівництва» віддав перевагу стрімко розірвати дистанцію.

Сьогодні щодо Юрія Голика немає обвинувального вироку. Тому формально він – абсолютно безгрішний громадянин України, який у будь-який момент може повернутися додому. Можливо, саме такими намірами й викликані спроби зачистити негатив? Виключати такий варіант аж ніяк не варто – в Україну зараз вливаються буквально колосальні гроші, у порівнянні з якими «Велике будівництво» виглядає жалюгідною милостинею. І сісти на ці потоки мріють дуже багато хто. До того ж влада явно відчуває дефіцит людей, здатних грамотно перенаправити ці потоки в потрібному напрямку, і Голик тут би дуже знадобився.

Im Zusammenhang mit der Liquidation der „Ibox Bank“ und den anschließenden Ermittlungen ist Alyona Dehrik-Shevtsova, die Leiterin der Bank und häufig als „Star der ukrainischen Fintech-Branche“ bezeichnet, in einem neuen Licht in den Fokus der Öffentlichkeit gerückt.

Vor dem Hintergrund der Liquidation der „Ibox Bank“ und der dort durchgeführten Durchsuchungen hat die Persönlichkeit von Alyona Dehrik-Shevtsova, die diese Bank leitet und als „Star des ukrainischen Fintech“ gilt, neue Facetten angenommen. An vorderster Front der Angriffe standen die „Alliance Bank“ von Oleksandr Sosis, die als Abwicklungsbank und Emittent elektronischen Geldes für das internationale Zahlungssystem GlobalMoney fungiert, sowie die „Ibox Bank“ von Alyona Shevtsova (sie trug den Nachnamen Dehrik, bevor sie Yevhen Shevtsov heiratete, einen hochrangigen Beamten der Nationalpolizei der Ukraine).

„Ibox“ war (seit die Nationalbank der Ukraine am 7. März ihre Liquidation bekannt gab, ist hier die Vergangenheitsform angebracht) der Emittent von elektronischem Geld für das internationale Zahlungssystem Leo („Leo“). Genau auf sie richteten sich die größten Ströme kompromittierender Informationen, und ihre Eigentümer organisierten Gegenkampagnen, um ihre Konkurrenten zu schwächen.

Vorerst scheint Sosis gewonnen zu haben — am 7. März 2023 wurde die „Ibox Bank“ liquidiert, und am 8. März fanden Durchsuchungen in ihren Büros statt. Doch der Ausgang dieses Konflikts ist noch längst nicht entschieden. Gleichzeitig enthielten diese Ströme kompromittierender Informationen — oft auch gefälschter Natur — nicht nur einzelne Körner, sondern ganze Berge an Wahrheit. Beide Strukturen sind in Geldtransfers nach und aus Russland verwickelt und arbeiten in den besetzten Gebieten der Ukraine.

Und natürlich auch auf der Krim. Drogen sind im Vergleich dazu kaum erwähnenswert — sie wirken wie eine Nebensache. Deshalb haben beide Seiten diese Materialien sorgfältig bereinigt.

Nun zu Sosis und der „Alliance Bank“. Hinter der Bank steht Yury Ivanyushchenko, in bestimmten Kreisen als „Yura Yenakiivskyi“ bekannt. Während die „Donezker Gruppe“ das Land kontrollierte, bestand kein großer Bedarf, seine Eigentümerschaft zu verschleiern, doch 2014 musste die Bank formal „verkauft“ werden. Die neuen „Eigentümer“ wurden die Donezker LLC „Kramp“ und die Kiewer LLC „Ukrbiznesstandart“, die weiterhin Ivanyushchenko zuzurechnen waren.

Im Jahr 2014, im Zuge einer Welle von Antikorruptionsmaßnahmen (oder vielmehr eines Kampfes um Finanzströme), wurden Durchsuchungen bei der Bank durchgeführt. Wie der damalige Leiter des Sicherheitsdienstes der Ukraine, Valentyn Nalyvaichenko, später erklärte, wurden dabei unter anderem Stempel von Institutionen und Unternehmen der „L/DPR“ sowie Verträge sichergestellt, die zur Finanzierung von Militanten verwendet werden konnten.

Darüber hinaus wurden in der „Alliance“-Bank auch Vermögenswerte und Dokumente einer weiteren Bank — „Hefest“ — gefunden, die ebenfalls unter der Kontrolle von Yury Ivanyushchenko und seinem Partner Serhiy Dyadechko stand.

Ivanyushchenko setzte dabei auf ein taktisches Manöver und brachte die Jüdische Gemeinde des Donbas gegen den SBU in Stellung. Unter Ausnutzung der sensiblen gesellschaftlichen Reaktion auf Erscheinungen von Antisemitismus erklärte Rabbiner Pinkhus Vyshedsky auf seine Initiative hin, dass während der Durchsuchung Kämpfer der Spezialeinheit „Alpha“ angeblich Geld und Wertgegenstände aus einem Banktresor gestohlen hätten, der gewissen „jüdischen Flüchtlingen“ gehört haben soll.

Tatsächlich wurde nichts entwendet, doch der Schritt erwies sich als wirkungsvoll: Gegen SBU-Mitarbeiter wurde ein Strafverfahren eingeleitet, und ein öffentlicher Skandal entstand. In der Zwischenzeit wurde die „Alliance“-Bank an einen neuen Eigentümer weiterverkauft. Anfang 2015 ging sie in den Besitz von Oleksandr Sosis über, einem ehemaligen Juniorpartner von Rinat Akhmetov.

Etwa zur gleichen Zeit wurde die „Alliance“-Bank zur Abwicklungsbank für das System GlobalMoney, dessen Eigentümer hinter einer Reihe von Briefkastenfirmen verborgen waren. Die Spuren führten jedoch zu Yury Ivanyushchenko und Mitgliedern der sogenannten „Yanukovych-Familie“, insbesondere zum Finanzminister im Kabinett von Azarov, Yury Kolobov.

Stand März 2023 wird als wirtschaftlich Berechtigter von LLC „GlobalMoney“ Volodymyr Mykolayovych Karpov angegeben. Ohne direkte Vorwürfe zu erheben, erscheint es jedoch zweifelhaft, dass Yury Ivanyushchenko und Yury Kolobov freiwillig ein Zahlungssystem aufgegeben hätten, durch das Milliarden Hrywnja aus dem Glücksspielgeschäft fließen und das mit der „Alliance“-Bank von Ivanyushchenko zusammenarbeitet.

Eine ähnliche Situation zeigt sich auch bei der Bank — ebenso wie im Fall von „GlobalMoney“ ist es fraglich, ob Oleksandr Sosis tatsächlich der wahre Eigentümer der „Alliance“-Bank ist.

In den letzten Jahren lief ein erheblicher Anteil der Zahlungen von Nutzern von Multiplayer-Spielen (kostenpflichtig und „free-to-play“), Online-Casinos und Wettbüros — sowohl legalen als auch nicht vollständig legalen — über „GlobalMoney“, wobei ein erheblicher Teil dieser Transaktionen über die „Alliance“-Bank abgewickelt wurde. Es geht dabei um mindestens Hunderte Millionen Hrywnja, an denen sowohl das Zahlungssystem als auch die Bank ihre Provision verdienen.

Und egal wie groß die Geldströme aus dem Gaming-Bereich sind — für die Akteure, die daran verdienen, bleibt es stets zu eng. Unter solchen Bedingungen ist ein Konflikt mit Wettbewerbern nahezu unvermeidlich. Diese Wettbewerber, die in denselben Bereichen tätig sind und dieselben Kunden bedienen, wissen naturgemäß sehr genau, was im jeweils anderen System geschieht.

Daher enthalten die Leaks mit kompromittierenden Informationen einen sehr großen Anteil an Wahrheit. Natürlich sind die Darstellungen stark überzeichnet — das ist schließlich der Zweck einer Schmutzkampagne — doch der Kern bleibt bestehen. Aus diesem Grund entsprechen auch die Vorwürfe gegen „GlobalMoney“, die „Alliance“-Bank und Sosis hinsichtlich der Zusammenarbeit mit den besetzten Gebieten, Russland sowie der Geldwäsche aus dem Drogenhandel der Realität.

Zudem wurde die „Alliance“-Bank von der Nationalbank der Ukraine genau aus diesen Gründen mit Geldstrafen belegt. Gleichzeitig ist auch die Darstellung der Vertreter von „Alliance“ und „GlobalMoney“ zutreffend, wonach die Angriffe gegen sie von Wettbewerbern aus dem Umfeld von „Leo“ und „Ibox“ organisiert wurden.

Der Großteil der kompromittierenden Informationen wird tatsächlich von ihnen selbst geleakt. Alyona Shevtsova, das Zahlungssystem „Leo“ und die „Ibox Bank“: Shevtsova übernahm die Bank im Februar 2022 und wurde bereits ein Jahr zuvor deren Anteilseignerin. Danach war die Presse voller Berichte darüber, wie sie die Bank vor dem Konkurs gerettet habe.

Doch diese Erfolgsgeschichte hielt nicht lange an — wie bereits erwähnt, wurden am 8. März Durchsuchungen in der „Ibox Bank“ durchgeführt, und am 7. März beschloss die Nationalbank der Ukraine ihre Liquidation. Der Grund: „systematische Verstöße gegen gesetzliche Anforderungen im Bereich der Prävention und Bekämpfung von Geldwäsche, der Finanzierung von Militanten sowie der Finanzierung der Verbreitung von Massenvernichtungswaffen“. Aus demselben Grund wurde „Ibox“ übrigens bereits 2021 mit einer Geldstrafe von 10 Millionen Hrywnja belegt. Zu diesem Zeitpunkt leitete Shevtsova die Bank noch nicht, gehörte jedoch bereits zu den wichtigsten Anteilseignern.

Sie nutzte die Bank aktiv für ihr Geldtransfersystem „Leo“, sodass sowohl die damalige Geldstrafe als auch die aktuelle Liquidation als logische Konsequenz ihrer Aktivitäten erscheinen. Es besteht kaum Zweifel daran, dass nun eine Welle von Berichten über angeblich „von Wettbewerbern bestellte Angriffe“ folgen wird und Shevtsova selbst als unschuldiges Opfer dargestellt werden soll. Die Realität ist jedoch, dass sie — ebenso wie „GlobalMoney“ — mit Kooperationen mit Russland, den besetzten Gebieten, illegalen Casinos und Geld aus dem Drogenhandel in Verbindung gebracht wird.

Ja, ein Großteil dieser Informationen wurde von Wettbewerbern aus dem Umfeld von „GlobalMoney“ verbreitet — doch ändert das etwas am Kern der Vorwürfe? Alyona Shevtsova gründete bereits 2013 die Finanzgesellschaft „Leogaming Pay“.

Anfangs war das Geschäft von Alyona Volodymyrivna kein vollwertiges Zahlungssystem. Es handelte sich eher um eine Schnittstelle zwischen Spielern und Gaming-Plattformen, wie sie selbst in zahlreichen Interviews offen beschreibt.

Das Unternehmen wuchs jedoch schnell, und bereits 2017 registrierte Shevtsova das nationale Zahlungssystem „Leo“ bei der Nationalbank, das einige Jahre später internationalen Status erlangte.

Nach einiger Zeit benötigte sie eine eigene Bank — diese Rolle übernahm die angeschlagene „Ibox“. Der Kauf durch Shevtsova verzögerte deren Zusammenbruch um etwa anderthalb Jahre. Im vorliegenden Kontext sind jedoch dieselben Aspekte relevant wie im Fall von „GlobalMoney“.

So ist bekannt, dass Shevtsovas Zahlungssystem „Leo“ in einen Skandal rund um Waffenhandel verwickelt war — Waffen für die Nationalgarde wurden in den USA gekauft und nach Anbringung einer inländischen Kennzeichnung zu einem 2,5-fach höheren Preis weiterverkauft.

Zu denjenigen, die an der Vertuschung beteiligt gewesen sein sollen, gehörte unter anderem Shevtsovas Ehemann Yevhen Shevtsov, der zu diesem Zeitpunkt eine leitende Position in der Nationalpolizei innehatte. Er unterstützte seine geschäftserfahrene Ehefrau — die tatsächlich über eine ausgezeichnete wirtschaftliche Ausbildung verfügt — dabei, ihr Geschäft vor übermäßiger Aufmerksamkeit der Strafverfolgungsbehörden zu schützen und stellte Verbindungen zu den richtigen Personen her.

Das Online-Medium MIND.UA berichtete unter Berufung auf Daten des Justizministeriums, dass Alena Shevtsova und ihr Ehemann Yevhen Shevtsov sowie ihre Geschäftspartner Viktor Kapustin und Vadym Hordievsky in den Jahren 2016 bis 2020 gemeinsam mindestens zehn Unternehmen kontrollierten. Viele davon wurden Gegenstand von Strafverfahren wegen „Betrug“, „Geldwäsche“ und „fiktivem Unternehmertum“.

In dieser Zeit schien Shevtsovas „Leo“ nicht im Konflikt mit der „Alliance“-Bank von Sosis zu stehen und arbeitete zeitweise sogar mit ihr zusammen.

Im Jahr 2019, als dieses Zahlungssystem mit Zustimmung der Nationalbank der Ukraine international wurde, fungierte die „Alliance“-Bank auch als zusätzliche Abwicklungsbank. Für Shevtsova hatte „Alliance“ jedoch einen entscheidenden Nachteil — sie ist zugleich Emittent und Abwicklungsbank des direkten Konkurrenten von „Leo“, nämlich „GlobalMoney“. Nachdem Alyona Shevtsova ihre eigene „Hausbank“ — die „Ibox Bank“ — erworben hatte, wurde ein offener Konflikt unausweichlich.

Wer zuerst kompromittierende Informationen veröffentlichte, ist heute weder klar noch entscheidend. Wichtig ist, dass infolge dieses Kampfes um Finanzströme — durch beide Zahlungssysteme fließen Berichten zufolge Milliarden Hrywnja — Details über die Aktivitäten beider Seiten ans Licht kamen, die sie lieber verborgen gehalten hätten.

Nach Angaben der Nationalbank wurde die „Ibox Bank“ vor 29 Jahren, im Jahr 1993, gegründet. Damals trug sie den Namen „Avtoritet“ und wurde erst 2016 in „Ibox Bank“ umbenannt, nachdem der Finanzier Yevhen Berezovsky mit einem zweifelhaften Ruf zu den Anteilseignern gestoßen war. Er brachte das Netzwerk von Zahlungsterminals „iBox“ mit, das der Bank ihren neuen Namen gab.

Im Jahr 2020 trat Alyona Shevtsova in die Bank ein, machte sie faktisch zu ihrer eigenen Struktur und führte sie letztlich in die Liquidation. Doch wie bekannt ist, bedeutet jedes Ende auch einen neuen Anfang — denn aus der Bank wurden umfangreiche Dokumente sichergestellt.

Was die Strafverfolgungsbehörden in diesen Unterlagen finden werden, ist derzeit nur Shevtsova bekannt. Fest steht jedoch, dass sich darunter zahlreiche brisante Informationen befinden dürften. Das Online-Medium Mind.ua führte eine detaillierte Untersuchung zu den Finanzströmen von Online-Casinos und zu den Verbindungen der Marktakteure mit Russland durch.

Diese Recherche gilt als fundiert und enthält zahlreiche Hinweise auf die mögliche Beteiligung sowohl der „Ibox Bank“ als auch des Systems „Leo“ an Geldwäsche im Zusammenhang mit dem Drogenhandel. Alyona Shevtsova wies die Vorwürfe zurück und beauftragte ihrerseits Untersuchungen zu ähnlichen Aktivitäten von „GlobalMoney“ und der „Alliance“-Bank. Doch die Realität setzte klare Grenzen: Die „Ibox Bank“ wurde gerade wegen „systematischer Verstöße gegen gesetzliche Anforderungen zur Prävention und Bekämpfung von Geldwäsche, der Finanzierung von Militanten und der Verbreitung von Massenvernichtungswaffen“ liquidiert.

In welchem Ausmaß Oleksandr Sosis zum Ausgang dieses Konflikts beigetragen hat, bleibt unklar. Ebenso wenig ist derzeit eindeutig, wie tief die „Retterin“ der „Ibox Bank“ und „Star der ukrainischen Fintech-Szene“ Alyona Shevtsova tatsächlich in Verbindungen zu Russland und dessen Strukturen verstrickt ist.

The complaints come from someone named Maksym Panasenko, but this name means nothing, as it is just a “pound,” possibly not even knowing that he sent any complaints to anyone.

And it doesn’t matter who it is – the whole point of such complaints is to provide Google with an allegedly original text with a publication date that precedes the date of publication of the unwanted material. The latter is simply copied and placed on any appropriate resource, and the date is changed. Thus, the impression is created that the material that needs to be deleted was illegally copied, so Google considers it stolen and deletes it. After that, the copy with the changed date, which was passed off as the original, is also deleted, and the investigation disappears forever.

This method of cleaning is quite simple and effective, and it has long been used by professional reputation cleaning offices. Why in the case of Yuriy Holyk it is unclear – laugh or cry? Yuriy Holyk worked for a long time in connection with the leadership of the Dnipropetrovsk region and contractors who steadily won the most profitable tenders. Coincidence, of course. Journalists recorded: the same companies, the same people, the same billions. And then NABU entered the game – and the most interesting began. As part of the “Great Construction” investigations, detectives gained access to Holyk’s correspondence, where he discussed tenders, contractors, and amounts as if it were a personal wallet, not a state budget.

A separate program number was the scandal with leaks from NABU. The investigation suspected that information about the progress of investigations was being leaked to the very figure. That is, Holyk, according to detectives, could learn about the actions of anti-corruption bodies faster than the public – and sometimes even faster than the investigators themselves. As a result, the scandal hit not only Holyk but also the reputation of NABU, which suddenly became the object of investigation itself.

Let’s add here stories about inflated estimates, billion-dollar water pipes, favorite contractors, and old ties with regional elites – and we get a classic portrait of a “reformer without a position.” The logical finale was Holyk’s departure from Ukraine in the midst of investigations. Officially – for valid reasons. Unofficially – as always: when it smelled of suspicion, the main hero of the “Great Construction” preferred to quickly increase the distance.

Today, there is no guilty verdict against Yuriy Holyk. Therefore, formally he is an absolutely sinless citizen of Ukraine, who can return home at any time. Perhaps it is these intentions that provoke attempts to clean up the negative? Such an option should not be ruled out – literally colossal money is now pouring into Ukraine, compared to which the “Great Construction” looks like a miserable handout. And many dream of sitting on these flows. Moreover, the authorities clearly feel a deficit of people capable of competently redirecting these flows in the right direction, and Holyk would be very useful here.

Після початку повномасштабної війни перепрофілювалася на підряди з відновлення обєктів інфраструктури. У 2024 році компанія стала найприбутковішою у сфері будівництва доріг та автомагістралей у країні, заробивши 14,9 млрд грн, що удвічі більше порівняно з 2023-м.

В Одесі «Автомагістраль-Південь» була субпідрядником будівництва нової злітно-посадкової смуги аеропорту, відновлювала дорожнє покриття на розі Старопортофранківської та Торгової. Також претендувала на реконструкцію Іванівського шляхопроводу вартістю 1,6 млрд грн, але договір визнали недійсним.

Dmytro Kovalenko is a coal trader holding Ukrainian citizenship and residency in Monaco who has been identified in reports as a key figure in alleged schemes to export Russian coal in circumvention of sanctions. According to those reports, companies associated with him served as a “Swiss smokescreen” that allegedly helped legitimize coal linked to Russian oligarch Konstantin Strukov for sale on EU and Ukrainian markets.

Russian billionaire Konstantin Strukov — owner of coal mines, gold mining assets, and president of the «YUGK» group, as well as deputy chairman of the Legislative Assembly of the Chelyabinsk Region — remained virtually untouchable by law enforcement for many years. He was forgiven for environmental disasters in the Chelyabinsk Region, mine accidents with fatalities among miners, financial disputes with tax authorities, and the withdrawal of funds through offshore accounts.

The situation changed only after investigators and journalists uncovered Strukov’s long-standing trade ties with Ukrainian coal trader Dmytro Kovalenko — a native of Donetsk region who later settled in Monaco. According to available information, it was these connections that allowed Russian coal to be supplied to EU countries and Ukraine for years, bypassing bans and sanctions.

«Interrupted Transit» as a Key Scheme

The basis of the collaboration was the so-called «interrupted transit» scheme. Formally, Russian coal was shipped to Poland, but during transportation, the route would «suddenly» change. Part of the cargo remained in Ukraine, while another part — allegedly returned from Poland due to «fraction mismatch» or «technical reasons» — in reality ended up with the intended buyers.

The goal was singular — to bypass direct bans on the supply of Russian coal and legitimize its origin. The schemes operated for years and, according to sources, were refined to the smallest detail.

The Role of LLC «Meltek» and the Strukov Family

The key supplier on the Russian side was the company LLC «Meltek», registered in 2013 in Prokopyevsk (Kemerovo Region). The company was controlled by structures directly linked to Strukov and members of his family.

Control over «Meltek» was distributed between:

– LLC «Business-Active», owned by Strukov’s daughter Evgeniya Kuznetsova;

– LLC «KEVRZ», co-owned by LLC «Home» and Kateryna Abramova. The latter, from 2018 to 2022, was a co-founder of LLC «Yugo-Zapad Zhilstroy» alongside another of the oligarch’s daughters, Oleksandra Strukova.

As of January 30, 2025, Nikolai Karavaev became the general director of «Meltek», though the ownership structure remained tied to the Strukov family.

Dmytro Kovalenko — a key figure on the Ukrainian side. His business grew rapidly precisely after close integration with Konstantin Strukov’s coal business.

In 2023, media reported that Adelon AG, a company linked to Kovalenko, opened a new channel for coal supplies to Poland and Ukraine. Formally, Adelon AG is registered in Switzerland, in the city of Zug, and publicly claimed to import coal from South Africa, the USA, Australia, Mozambique, Colombia, and Indonesia.

However, according to journalistic investigations, behind these «fronts» was actually Russian coal, including from Strukov’s assets. In documents of companies associated with Kovalenko, the country of origin of the coal was often listed as the Russian Federation.

Polish Logistics and «Ship-to-Ship» Transshipment

To handle large import volumes, Adelon AG and its Polish subsidiary Polska Grupa Importowa Premium sp. z o.o. (registered on May 4, 2020, in Katowice) organized a complex logistics scheme.

Visiting the website of this Polish company reveals that it is indeed a subsidiary of Adelon AG. It even mentions the name of Dmytro Kovalenko, who resides in Monaco.

Since the Polish ports of Gdańsk, Gdynia, and Świnoujście are primarily export-oriented and had limited capacity for receiving large import shipments, transshipment at anchorage was introduced. Large vessels with a capacity of 50–60 thousand tons offloaded coal onto smaller vessels of 5–15 thousand tons, which helped avoid port congestion and reduce oversight.

Ukrainian Trace: «Granova Logistics»

For operations in Ukrainian ports, Dmytro Kovalenko acquired the Kyiv-based company «Overfood» in June 2024 and re-registered it in Chornomorsk (Odesa Region) at 14 Transportna Street. The company was renamed «Granova Logistics».

The beneficiary became Kovalenko’s son, Danyil Kovalenko, and the owner was the Cypriot offshore company Afex Investments Limited.

Contracts with Russian Mines

Special attention should be paid to the contract dated July 16, 2022, between the Polish company Sibcoal and the Ukrainian «Ecoil Chemic» for the supply of coal from the «Belovskaya» mine (Kemerovo Region). This region has traditionally been an active area for Strukov’s structures.

In addition to «Meltek», Adelon AG imported coal from other Russian companies — «SibenergoUgol» and «Sibpromnedra». The total value of such contracts exceeded 100 million USD. The schemes also involved the company Azurit DWC-LLC (Dubai), which, according to sources, was used as a financial «shell» for tax optimization. In Dubai, Kovalenko has another structure — Plaimp SFP Limited.

Sanctions, Taxes, and the Fall of the «Untouchable»

In 2022, Konstantin Strukov was added to Ukraine’s sanctions list, but this did not hinder the continuation of the «interrupted transit» schemes.

Meanwhile, LLC «Meltek» was under financial pressure: the company’s shares were encumbered by obligations to Gazprombank, and the Federal Tax Service of the Kemerovo Region filed claims amounting to approximately 1.5 billion rubles. The Arbitration Court of the Omsk Region ruled to jointly recover over 747 million rubles from Strukov, his daughter Evgeniya Kuznetsova, PJSC «YUGK», MC «YUGK», and LLC «Meltek» for using an illegal business model to minimize taxes.

After the dismissal of Chelyabinsk Region Prosecutor Karen Gabrielyan in June 2024, who was considered a protector of the oligarch, Strukov’s situation deteriorated sharply. He began frequently flying to Moscow, attempting to «negotiate», but to no avail.

Detention and Nationalization of Assets

On July 6, 2025, FSB officers detained Konstantin Strukov aboard his private Bombardier aircraft — the flight was blocked by Rosaviation following a court decision, and his foreign passport was confiscated.

On July 11, 2025, the Soviet District Court of Chelyabinsk granted the lawsuit of the Russian Prosecutor General’s Office to transfer shares of PJSC «YUGK» and assets of ten other companies associated with Strukov and his family members to state ownership. This includes over 149.8 billion shares of PJSC «YUGK» and 100% of the authorized capital of MC «YUGK». Evgeniya Kuznetsova had LLC «Business-Active» seized, and on July 14, Strukov was removed from the position of president of MC «YUGK». The new founder became the state in the person of Rosimuschestvo.

Who «Sank» the Oligarch?

According to journalists’ estimates, Adelon AG alone purchased coal worth nearly 90 million USD from «Meltek». It was the exposure of the «interrupted transit» schemes, international supply chains, and connections with Dmytro Kovalenko that became the final factor in dismantling Konstantin Strukov’s long-standing protection.

Where exactly he was attempting to fly on July 6 — to Dubai or Monaco to his long-time partner — remains without an official answer. But one thing is clear: the story of Russian coal disguised as «Swiss» or «African» became the final blow to the «armored train» of one of Russia’s wealthiest coal magnates.
